Psychopaths raised in supportive, decent families and societies will emulate the behaviour around them. They may not even know they they are different in this regard.

I think the idea that 'psychopaths don't have empathy' is in fact - ironically - a deception and a lie perpetuated by the psychopaths themselves. In order to satisfy their addiction to feeling pleasure from others' pain they need to have empathy, and equally ironically the more empathy the better. Otherwise they keep on hurting a victim but not being able to know the victim is suffering. So they would get frustrated and increase the hurt, get even more frustrated, and so on. From a neuroscience point of view, it's as if their right and left amygdala are reversed in their connections. Normally, right amygdala is positive emotions, left is negative (the conscience).
The addictive aspect I think is vitally important. They get a chemical neurotransmitter 'hit' whenever they see pain in someone else (i.e. using empathy). One of the really, really intriguing little factoids I noticed a few years ago concerns Nat Rothschild. He has a masters degree in addiction studies. This involves detailed neuroscience. This suggests to me that these monsters have become self-aware of their monstrous nature, and may well be seeking a cure. Furthermore, Nat is not married and has no children. Does this mean he 'doesn't want to pass down his infection to the next generation'? I find the idea that someone who comes from a family which clearly values the survival of their bloodline above all else to not get married and have children - he is the only male child of Jacob - to be very, very curious indeed.

I'm not sure that falls under 'empathy' tbh, at most perhaps "I wouldn't like this". Empathy would be feeling the pain you are causing as though it was happening to you.
And yet, from my own experiences with sociopaths, there is definitely also something there to which you are pointing. The torturer must have some kind of connection to 'personalise' the torture they are inflicting.
But think of it this way. The kids who inflict pain on insects do not feel empathy towards the little victims. Just like cats don't to captured mice.
It horrifies us that we might be treated equally by someone of our own species, who would regard US with that same blankness. And yet we'll happily buy 'chicken wings' produced by an equivalent emotionless blankness.

This includes prohibiting all private prep schools as well as boarding before the age of 14. Every child has to go to a local ‘normal’ school within their catchment area. This means the children of the ‘Establishment’ have to mix with ordinary children, and given how humans learn considerably from their peer group, this removes a massive amount of the ‘them vs. us’ mentality.
Of course the Establishment children can be indoctrinated at home, but this would become apparent to the teachers, meaning intervention can and will happen (let’s call it the ‘Prevent’ programme lol).
Likewise, if we consider the private schools as the Establishment’s ‘recruitment centres’, then, in a sort of excellent military strategy, by getting rid of the prep schools we are, at a stroke, destroying the enemy’s recruitment programme, and thus denying it access to new resources.

I can't agree more with the criticisms of the current system - and nor did it happen accidentally. A lot of pre-thought went into the creation of the UK's 3 tier system, and the abuse on each different leg is also carefully thought out - perhaps most of all the abuse of those 'privileged' in the elite public schools.
However, I wouldn't close all boarding schools, as they can also be useful in removing kids from abusive parenting as long as the school atmosphere isn't actually worse.
I would simply ensure that all schools have the same syllabus, and same exam system, and the state sends the appropriate kids to the appropriate schools.

I like part of Steiner, and also Montessori. But my absolute favourite educational system is 'Democratic Pedagogy' (See A S Neill and Summerhill), where the students themselves decide their studies. Given full control, I'd also scrap exams in most areas. And reduce testing considerably.
The current system is designed to make learning unenjoyable and slow, and that also is not an accident!
People learn 3-10x quicker when they are in charge of it, and it's something they want to learn. As most topics eventually involve other disciplines, the students will naturally of their own accord wander over to the topics they disparaged earlier. And more crucially, by making learning enjoyable, rather than forced, people are considerably more likely to continue education into their adult lives, even if not formally.
The Danish system has a large network of state-subsidised, adult-education courses for its people, covering the gamut from academic to vocational to 'life-enhancing' courses (Such as languages or even wine tasting).
